    BOPS (back-office planning system) is a user-centred application handling and document management system for local authority planning teams. It centralises the key functions needed to assess and determine a planning application into one system. Additionally, it is designed around a best-practice workflow that planning officers from multiple councils have contributed to and tested over several years. It provides council planning departments with back-office management and transactional functions using an easily navigational database. BOPS is one of three digital planning products developed under the umbrella of Open Digital Planning (ODP), a community made up of council officers, content writers, developers, and research experts from over 70 local councils, digital agencies, and central government. ODP-affiliated councils are signatories of The Local Digital Declaration which is a shared ambition for the future of local public services initiated by DLUHC, the Government Digital Service (GDS), and local authority bodies from across the UK. It commits to design services that best meets the needs of citizens, challenges the technology market to offer the flexible tools and services we need, protects citizens’ privacy and security, demonstrate digital leadership in creating genuine organisational transformation, embed a culture of openness and collaboration, and aims to deliver better value for money. A high-level ambition of ODP products can be encapsulated in the ‘Planning for the future’ White Paper published by DLUHC in August 2020. It states - ‘For all types of planning applications regardless of the category of land, we want to see a much more streamlined and digitally enabled end to end process which is proportionate to the scale and nature of the development proposed, to ensure decisions are made faster. The well-established time limits of eight or 13 weeks for determining an application from validation to decision should be a firm deadline – not an aspiration which can be got around through extensions of time as routinely happens now. To achieve this, we propose: • the greater digitalisation of the application process to make it easier for applicants, especially those proposing smaller developments, to have certainty when they apply and engage with local planning authorities. In particular, the validation of applications should be integrated with the submission of the application so that the right information is provided at the start of the process. For Spending Review, the Government will prepare a specific, investable proposal for modernising planning systems in local government. • a new, more modular, software landscape to encourage digital innovation and provide access to underlying data. This will help automate routine processes, such as knowing whether new applications are within the rules, which will support faster and more certain decision-making. We will work with tech companies and local planning authorities to modernise the software used for -managing a planning application to improve the -experience for those applying and reduce the errors and costs currently experienced by planning authorities.’ BOPS receives applications as data from Open Digital Planning Application services built using Plan X (formerly known as RIPA - Reducing Invalid Planning Applications), also conceived in 2019. As of 2024, the Digital Site Notice and Planning Register project have been included in the ODP product list. Both BOPS and Plan X are funded by DLUHC Local Digital Fund. In March 2022 BC led the procurement process to appoint a supplier that has been tasked with the delivery of the service under a two-year contract with a 6-month extension that is due to expire at the end of September 2024, with £3m. of funding. In November 2023 the team consisting of BC, Southwark Council and Lambeth Council won a bid for BOPS top-up funding of further £2m to continue developing the product and bring it into the prop-tech market. This workflow would be split into product development, product operations and route-to-market. The product has so far been developed into Public Beta for processing Lawful Development Certificates, householder planning approvals, and full householder planning applications which makes up most of the volume of planning applications received by local authorities. Minor application functionality is currently in progress, and integrations with Planning Portal, Digital Site Notices and Planning Register are planned to be delivered in 2024. The overall approach to this project has been through agile and centred methodologies, cross-authority collaboration, and transparent communication.     The Department for Education is on a data journey under the umbrella of Strategic Data Transformation Programme. This programme seeks to deliver data transformation through a number of projects. These projects include, but are not limited to: - Modernising Our Reporting Environment - Education Estates - Bringing information together - Sector Facing Data Capability Modernising Our Reporting Environment: To deliver a more efficient and automated data reporting and modelling service that co-ordinates with wider DfE data strategy on technology and data architecture to benefit the user needs across all DfE sector and internal requirements. Through architectural improvement, Bringing Information Together aims to reduce data collation burden, improving the completeness and accuracy of data and allowing decisions to be made on live (or near real-time) data. It will create opportunities to use AI and predictive analytics, driving more informed, efficient and consistent decision making. Longer term, the project will pave the way for further data integration, enabling richer analytics and more available reporting. Sector facing data capability and standards: Continue refining our draft conceptual architectural data model for the schools sector. This includes improving the depth of the draft sector data model based on schools sector and industry insight, and alignment with relevant DfE data models and guidance. Additionally, exploring and drafting example data standards for a small number of use cases that could be used for feedback from the schools sector and related tech industry This contract is to provide User Centred Design services for the above programmes, new programmes that may join the portfolio and additional DfE requirements where necessary.

    DVLA End User Compute (EUC) require highly skilled resource engineer in order to assist DVLA in client package related incidents and development work utilising SCCM, App-v and Intune. These incidents have caused down time for our operational areas which has had a knock-on effect to the customer.     The Competition and Markets Authority (CMA) is inviting suppliers to submit proposals for a solution to meet a business need for a Case Management System (CMS) including: * Consumer Case Management as detailed in this Statement of Requirement. * Other Case Management use cases. Subject to successful delivery it is expected that the solution will evolve and meet other emerging business needs across the CMA. The solution could therefore serve as a wider case management solution for other functions at the CMA. The CMA has a Digital Transformation (DT) programme seeking to make best use of digital tools and data to deliver its work in an efficient and collaborative manner. A key objective of the DT programme is to meet various case management needs across the CMA. This includes developing a digital template to increase the efficiency of teams and departments. There is a plethora of possible use cases for this across the CMA, which has many teams currently benefitting from the use of SharePoint to store documents, but without the advantages conferred by automation and real time reporting. Many departments expend considerable efforts to provide monthly reporting which the rollout of a case management solution would seek to streamline. In October 2023 the CMA launched a procurement to meet two business needs for the Mergers team, one of which included case and data management capabilities. The Consumer requirement (i.e. this procurement exercise) has broader, more complex case management capabilities. The intention is that the solution procured for Consumer could serve as a blueprint for the implementation of a CMS across the CMA, and ultimately deliver on the strategic objective of the Digital Transformation Programme.

    This work will design, develop and deliver a digital tool to improve access to social care data for all those in the sector who need it. This tool will collate existing data from different data sources, to support improved analysis, policy-making and service commissioning. It will facilitate better and more data-driven decisions at national, regional and local levels. This project meets key public commitments as part of the social care reform whitepaper, People at the Heart of Care, the health and social care data strategy, Data Saves Lives, and the adult social care data strategy, Care Data Matters, and is essential to fully unlock the value of other transformational data projects such as new social care client level dataset. From Care Data Matters - to “[improve] social care data sharing and dissemination via a new social care data access solution” by Winter 2024. This is a joint Alpha and Beta. This work will build on the findings from the 2023 Discovery. The first phase of this work will include an Alpha to prototype solutions to test both technical and user requirements that were identified in Discovery. A summary of expected activities for Alpha are outlined below. Validation of Vision: • Conduct feasibility studies to assess the achievability of the tool's vision. • Analyse existing infrastructure, data sources, and technological capabilities. • Engage stakeholders to gather insights and validate the vision's alignment with their needs and expectations. • Document findings to provide evidence of the tool's feasibility and potential impact. Identification of Technical, Data, and User Requirements: • Conduct a comprehensive analysis of technical requirements, including functionalities, integrations, and scalability. • Evaluate available data sources and identify data requirements for the tool's development. • Engage with end-users to understand their preferences, workflows, and usability expectations. • Document technical, data, and user requirements to guide the development process. Roadmap Development: • Collaborate with stakeholders to develop a clear roadmap for the project, encompassing the beta phase and long-term maintenance. • Define milestones, deliverables, and timelines for each phase of development. • Identify key dependencies, risks, and mitigation strategies to ensure smooth project execution. • Incorporate feedback from stakeholders to refine the roadmap and align it with project goals. Migrate existing content from our Drupal 7 site and develop new features. Upskill the existing team to continue transformation beyond the lifetime of the contract.
