The Project Control System(PCS) is a bespoke systems used to manage and record information about projects, including financial information such as Purchase Orders, Payments (expenditure) and Receipts (income). PCS interacts with other Homes England systems such as Program and Directorate Data (PaDD) and Investment Recovery System (IRS). These systems are live and operational. Over the last year, the previous supplier has documented the key use cases, architecture, integrations and engineering languages they are written in. We have developed a backlog for future development of the current systems as well as initial exploratory work on the modernisation and replacement of these systems.

The supplier will be working part of our existing digital support team and with the wider software development community. On occasions, it may be necessary for the supplier to work with stakeholders to understand requirements, identify issues and solve problems. This includes: - Delivery Managers - Product Managers - Software Developers - Infrastructure Engineers - Data Engineers - Business Analysts - QA

None. Fully remote although visit could be arranged to Home England offices in London, Coventry, Liverpool and Newcastle if face-to-face meetings are desirable.

Any expenses shall be submitted in line with Homes England standard T&S policy. We will not consider any further amendments from the supplier. Please confirm your acceptance of the order form and schedules plus special terms and amendments to call off terms. If you are unwilling to accept the order from as drafted, you will be excluded from the selection and award processes.

Summary of work

We previously built a bespoke project management and data processing system called Project Control System (PCS). PCS interacts with other Homes England systems such as Program and Directorate Data (PaDD) and Investment Recovery System (IRS). Our previous supplier supported these systems over a long period but departed last year. Unfortunately, it was not possible for sufficient knowledge transfer to take place due to the nature of the systems, which are very complex and built with technologies where skills no longer exist in the market. These systems require regular maintenance, development and support in the processing of important data, as well as managing the month-end and year-end submissions. We would also like to work with someone to help us modernise and/or replace these systems with modern solutions and processes.

The business problem you need to solve

Due to the age of the systems, the underlying technology is not up to date and now no longer supported; and the skills required to maintain them are not widely available. Without this knowledge, we will be unable to support critical business processes which may result in regulatory and reputational damage to Homes England. It's also important that we have a clearly defined process for triage and communication with stakeholders, and we will ask that the supplier only work through the multi-disciplinary team from the approved backlog rather than directly with stakeholders.

As a data creator I need to use PCS to create a project record and add information through the project lifecycle.. ​This is to ensure records of our transactions are accurately recorded in a timely manner and we are able to report on our activity. This data also forms the base record used by other related systems and for payments through E-Financials.

As a data owner I update PaDD from feeder systems to ensure finance has up to date forecasts for reporting As a finance manager I enter data and used the combined data to compile forecasts of our expenditure and delivery activity so that we can report on our activity to government and manage our expenditure against budgets

As a member the central team I need to add the base information for the loan using the PCS record as a source. This enables the Portfolio manager to manage the loan record. As a portfolio manager I need to add fees to the record initial fees, monitor the loan, issue loan statements and close the loan record. This is to ensure the loan is effectively managed, the correct fees are charged and loan amounts recovered.
