Summary of work

The Government Digital Service (GDS) is seeking to work with other government departments to strengthen the availability of different options / challenges they can present customers to enable them to pass online identity checks. GDS want to consume Knowledge Based Verification (KBV) questions from the DWP, and this opportunity will deliver on behalf of DWP into GOV.UK Login.

This work has been informed by the Department for Work & Pensions (DWP) and the GDS programme ‘Gov.UK One Login’ who are working together to build a common identity solution for citizens to prove who they are online and enable them to access Government digital services. Broadly this work encompasses the completion of analysis, design, and development to enable the existing KBV service to be exposed via a common, production interface to both the internal Dynamic Trust Hub and the external GOV.UK One Login Identity Verification platforms. Core capabilities for the proposed contract include, but are not limited to: ● user experience and design ● performance analysis and data ● service delivery ● software development ● user research

1. Can you define what is meant by elevated data security standards? Is it a particular level that is required to have operated with?
DWP security measures are typically higher than private sector, e.g. requiring Cyber Essentials Plus. BPSS is the minimum level of security clearance required.

2. Can you please clarify what is required in a good response to the 2nd Essential Skill? For example, do you expect a response which evidences an engagement with a single client over multiple teams and multiple locations, or do you expect examples of multiple teams engaged with multiple clients across multiple locations? Is there a specific reason why you have limited this to UK locations only? This project feels like a single team engagement, albeit engaged with both GDS and DWP concurrently, so I wonder how this skill is eve relevant to the project going forward?
An example of engagement with a single client over multiple teams and multiple locations is fine. No reason for UK only, but primarily DWP only works with UK based teams but there’s a dependency on whether DWP data is shared and the sensitivity of that data. It helps us get an idea of how you manage delivery across multiple teams simultaneously. It helps us understand how you best scale.

5. Could you please inform us what level of security clearance is required? Our proposed team would be a distributed team with UK-located consultants and nearshore team members (Hungary, Lithuania or Romania). Is it acceptable for you, and what level of security clearance is required for the nearshore team members
BPSS security clearance is required. Nearshore team members wouldn’t be acceptable as part of the distributed team. The Advert states they would be required to travel into the office when required and DWP will not pay expenses for nearshore team members.
