MoJ is seeking a managed service provider to complete the rollout of the digital services for Community Accommodation Service Tier 1 (CAS1 - Approved Premises) and Tier 3 (CAS3 - Temporary Accommodation) and to transition the services to an in-house team.

"Accommodation is an enduring issue that impacts on re-offending and public protection. HMPPS has a Community Accommodation Service (CAS) to meet the specific accommodation needs of individuals. This covers three types of accommodation: Tier 1 - Approved Premises provision for high risk ex-offenders with a public protection focus and intensive partnership working. Tier 2 - formerly known as Bail Accommodation and Support Services. This is for low and medium risk offenders predominantly released from custody on Home Detention Curfew (HDC) but can also include those released on bail. Tier 3 - is temporary accommodation for those at risk of being homeless on release from prison or moving on from tier 1 and tier 2 accommodation. Two separate managed service teams have designed and developed digital services for CAS1 and CAS3 which includes: applying for accommodation; placing an individual into accommodation; and managing the availability of bedspaces. At the time of contract award, both services will be in Private Beta in two probation regions. A rollout schedule will have been agreed to rollout the services to remaining probation regions by the end of October 2023 and then to complete transition (knowledge sharing and handover) to an in-house MoJ digital team by December 2023. "

The business problem you need to solve

The digital services for CAS1 and CAS3 have been designed and developed separately, reflecting the operational differences in how the tiers operate. However the services share a common ‘back-end’ providing a consistent technical approach. The services have been built in line with MOJ’s technology standards: front-end server-side applications in Typescript/Node.js using the GOV.UK Design System back-end services in kotlin/java (integrated with authority systems via existing internal APIs) Use of AWS service i.e RDS (postgres), S3 and SQS Github to store and manage our code and CircleCI to build our software Kubernetes and Docker to schedule and run our services hosted in MoJ Cloud platform (built on AWS). The incumbent supplier's current contracts end at the beginning of June 2023, and the MoJ is unable to recruit an in-house team by this date, therefore a further contract is being offered. We require a managed service team to support and continuously improve both services in Private Beta, and complete rollout of a Public Beta to all probation regions by the end of October 2023 The managed service team is then required to share knowledge of the services and handover to an in-house team from December 2023."
