The Synergy Programme is a cross government Cluster of HO, DWP, DEFRA & MoJ initiated, along with other Clusters across government, to meet the Government Business Service (GBS) revised shared service strategy to have 5 Shared Service Centres across government. The strategic objectives are to deliver a new single shared service organisation, a single Cloud SaaS technology platform, aligned processes and a single Business Process Service (BPS).

Summary of work

The Home Office require a number of work packages to deliver a set of outcomes in support of its delivery into the wider Synergy Programme. At a high level these are: 1. Technical 1.1 CTO Services 1.2 Technical Architecture Services 2. Data Architecture Services 3. Security Architecture Assurance Services 4. Commercial Functional Lead 5. PMO 5.1 Programme Support Services 5.2 Delivery Management Services

Why the work is being done

Home Office are part of the Synergy Cluster but HO is unique in that they are the only department already on Cloud SaaS for technology. The means that the HO can provide significant benefit to the Synergy Programme via its ongoing experience and lessons learned from their own implementation. HO approach to Synergy is as a full partner and HO are looking to form a strong Home Office Core Team with previous experience of similar large scale ERP / Cloud implementations, which can input and respond to the wider Synergy Programme, ensuring that HO requirements and lessons learnt are reflected within Synergy design, requirements and implementation. This will minimise the impact on HO Functional Teams, drawing on these resources on an exceptional basis.

The business problem you need to solve

The overarching business problem: Government back office systems were judged to be to expensive to maintain, legacy systems, cyber vulnerable and far too bespoke. Approaching end of life and contracts. A new system is required, clustering departments and leading to an interoperable Civil Service. Home Office require a core team to respond to the wider Synergy Programme in order to ensure its requirements are met.
