Before you start

Get budget approval

You must get budget approval before you start the buying process.

If you’re buying for central government, you have to go through the digital and IT spend control process before you publish your requirements.

If you’re buying for a public sector organisation outside of central government, you must get any internal approval you need.

    Single Stage Competitive Selection Process

    Buyer accesses the agreement

    Through PPG and then accessing Contract Award Service.

    Buyer engages with suppliers

    Option to conduct Preliminary Market Engagement.

    Buyer chooses lot and whether to use the filtering tool

    New filtering tool enables the creation of a relevant list of suppliers based on supplier capabilities.

    Buyer enters their specifications and award criteria

    They will provide context and define their requirements, which may include conditions of participation and award criteria, along with their timeline and any other relevant information.

    Single stage of the competition process

    Once the buyer publishes their tender, this will send out a notification to suppliers and allow them to ask clarification questions, and also submit their application before the deadline. Suppliers will submit their responses through the eSourcing platform, unless the buyer has declared otherwise.

    Award and publishing of decision

    The buyer will assess this single stage call off competition and decide on a winning supplier, giving feedback to successful and unsuccessful suppliers and then publishing this decision on the relevant platforms. From here a standstill period may be enacted, and the call off contract agreed and signed by all parties.





    Two Stage Competitive Selection Process

    This buyer journey will have two distinct stages: shortlisting and further assessment.

    Buyers chooses lot and whether to use the filtering tool

    New filtering tool enables the creation of a relevant list of suppliers based on their capabilities across user research studios or participants demands.

    Buyer enters in their specifications and award criteria

    They will provide context and define their requirements, their conditions of participation for stage one, their award criteria for stage 2, and their timeline along with any other relevant information.

    Further competition stage 1: conditions of participation

    Once the buyer publishes their tender, this will send out a notification to suppliers and allow them to ask clarification questions, and also submit their stage 1 application before the deadline. Suppliers will submit their responses through the eSourcing platform, unless the buyer has declared otherwise.

    Once the deadline has passed, the buyer will score the stage one responses and select the suppliers they want to invite to stage 2.

    Further competition stage 2: award criteria assessment

    The buyer will upload the relevant documents for the second stage that they want the shortlisted suppliers to fill out. The buyer has a chance to set or adjust their timeline for this stage.

    Suppliers will receive the stage 2 documentation once this is published and will complete this and send it back on the eSourcing platform before the deadline, unless the buyer chooses to use another platform.

    Award and publishing of decision

    The buyer will assess the second stage and decide on a winning supplier, give feedback to successful and unsuccessful suppliers and then publish this decision on the relevant platforms. From here a standstill period may be enacted, and the call off contract agreed and signed by all parties.
